GameMaster: Austria voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

There should be certain combos like that should not be allowed at all. There is nothing Austria could possibly do to stop you from taking over the entire north.
