GameMaster: Union voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

the variant isn't called Civil War. it is listed as Empire 1x1, since it is based on the Fall of the American Empire map.
