GameMaster: Germany voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

yeah, I think the army more Russia has at the beginning is a big advantage... Germany needs to protect the border right away and is only able to get 2 SC the first turn while russia can get 2 for sure and maybe even 3.
Still it might be possible to crack Russia somehow, just I don't see a clear strategy so far
