GameMaster: France voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.

yeah, it was. i couldn't get fleets to Baltic Sea and my units were getting too thin in Munich/Berlin.
i might have been able to stave you off for another year or two, but ultimately, you would get to 18.
