Autumn, 1905: No, it was because Lowlands missed out and Norway failed to occupy the North Sea. Germany can in fact outnumber England and France. This is quite balanced in my opinion.

Autumn, 1905: I've played from Italy and from Turkey in this scenario and both of them are viable countries to play. I'll have to have another go at germany sometime when lowland and Norway actually play then.
