Not sure if that would have been the difference. I've got Brest, Marseilles and Moscow (19) and can defend everything but Trieste (-1, to 18).

I would had been able to defend marseilles with my fleet in MAO and army in Gascony. Still would probably lose the game in the end when your fleets got around to liverpool
