just hit the concede button below your orders. It will give you a defeat on your stats - but won't give you a survive.
Fight on and you get marginally better stats than hitting the concede button.

GameMaster: Germany voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.
