23 Nov 16 UTC Autumn, 1861: [China]:The Tongzhi Emperor does not feel it worthy of Emperor Alexander II to belittle his country so with these unfounded and unnecessary accusations. The Emperor has just announced more harsh punishments for those caught with opium and was able to best Emperor Alexander II's own armies of Vladivostock, which shows how weak they were in the first place. Weakness begets weakness.
