DL, there's no way your Concede vote could have influenced my decisions for Sevastopol in Fall 1905 because... I had no units in Sev in Fall05! I didn't even have an Army in Moscow, so I couldn't cover it any way! No doubt I'd have lost Sev that Fall.
Actually I already decided to fight just Germany one year before your Concede:
RUSSIA Autumn, 1904: Ok, it's 2 out of 6: what to disband? (...) So at this point my main goal, according with the ol' "Screw the guy who screwed you" motto, becomes making sure that German Traitor won't win this WTA. Sorry for my Southern ally, I hope he'll be able to withstand until the end, turtling in his corner.
[I disband:] Ukraine & Sevastopol!
The meaning of my Fall 1905 message you quoted was something like "Nothing I can hope from.... anywhere, so I'll die and yes I'll die fighting the German":
RUSSIA Autumn, 1905: Ugh! Turkey voting concede makes me think Italy's healthy and there's not much to hope from France. Ok, I'll die fighting the German.
Yes, I made a wrong assumption thinking that Italy was doing so good. But the point is that it was not me the one you could hope for help from. I was dying.
I don't think your vote caused you any damage. Just it provided no benefits because France and Germany didn't notice it, apparently. So neither of them wondered anything about what was going on in the East.
I think you guessed you had to hope for help from West, because you didn't include Russia in your list:
TURKEY Autumn, 1905: I’m going to put down the Concede vote for a while, I will want to read what the western powers (F,G,E) think about it.
Just no effects, whether wanted or unwanted.
The point is actually: “Will the other players interpret my Vote the way I mean to use it?”
This is why you do it at your own risk, you have to estimate pros and cons.
But I'd add: "If they don't just ignore it!" :-)
Perhaps, had I voted Concede in Fall 1904, now we'd be reading comments from Western powers about "Why are the Juggernaut powers both conceding. WTF is going on there?!?"
Who knows. I'm feeling like I wasted a chance.

About the 4 lines....Yes, it's an indispensible limit. Otherwise long winded people like me would type a wall of text every phase! :)))
No matter if something turns out unclear, you can clarify it later.
