Autumn, 1861: per variant description: "a fleet in Milwaukee can find itself in the East Coast, in the North Coast, or in the Mississippi River: a fleet in one of these positions cannot move in another". so, my fleet would have to go through UP, then North Coast, then Mississippi River. however, per variant description, Chicago has no "coast"

GameMaster: Union voted for a Concede. If everyone (but one) votes Concede the game will end and the player _not_ voting Conceede will get all the points. Everybody else will get a defeat.
