GameMaster: USSR voted for a Concede. If everyone (but one) votes concede the game will end and the player _not_ voting Concede will get all the points. Everybody else will get a defeat.

Nice work! I made a critical mis-click in spring of year 2 (meant to move Baltic -> Denmark for force East Germany to disband instead of retreating to Denmark) and you were able to punish it expertly!
