If I remember correctly, whoever captured the most SCs last year decides and it's 5:4 for you. If, for example, there is still a tie, the previous year will be evaluated and so on. If there is no decision before the first construction phase, the game is ended with draw for both that should never have happened.

@ERE, I remember if the center counts keep matching through the whole game, the game decides winner at random. It's in Help-vDipFeatures-Game Options-Set Target SC's etc.

Yeah I kind of thought it was whoever had the most centers the year before, which thankfully was also me :) I'd be curious if any game has had the matching each year rule ever happen.
