GameMaster: NATO voted for a Concede. If everyone (but one) votes concede the game will end and the player _not_ voting Concede will get all the points. Everybody else will get a defeat.

That was again one of my training. I saw some people starting with a move from Moscow to Iran and I wanted to test. I am not really convinced by this strategy.
